Should We Switch to Natural Gas?

A Note to Readers
Much to everyone's surprise, the U.S. Court of Appeals for the D.C. Circuit recently vacated the entire Clean Air Interstate Rule (CAIR) (State of North Carolina v. EPA). The basic flaw in CAIR, according to the court, is that EPA did not assess each state's significant contribution on a state-by-state basis regarding the impacts of emissions on downwind states and relied, instead, on regionwide caps with no state-specific quantitative contribution determinations or emissions requirements.
