Each day billions of gallons of domestic, commercial, and industrial wastewaters contaminated with a variety of pollutants flow through the sewers to the more than 15,000 POTW’s (publicly owned treatment works) serving the nation's cities and towns. These POTWs remove pollutants and discharge the treated waters to rivers, bays, lakes, groundwater or the ocean. POTWs may then dispose of the residues of the treatment processes or reuse them in beneficial reuse/recycling activities.
The EPA and the states now regulate POTWs under several environmental laws including the Clean Water Act, the the Resource Conservation and Recovery Act, and the Toxic Substances Control Act, to name a few.
The national pretreatment program requires all large POTWs (those with design flows greater than 5 million gallons per day) and smaller POTWs with significant industrial users (SIU) to establish local pretreatment programs. The programs must enforce all local limits necessary to protect site-specific conditions at the POTW in addition to enforcing all the national wastewater pretreatment standards.
