Stormwater pollution prevention plans - SWPPP are required of some facilities as a result of an effort to improve the nation's water quality by reducing the harmful effects of stormwater discharges.
A stormwater discharge from an industrial facility, a municipal sewer system, or a construction site may require a NPDES stormwater permit. Stormwater is defined as "stormwater runoff, snowmelt runoff, and surface runoff and drainage" (40 CFR 122.26(b)(3) Also, the permitted facility must prepare and implement a stormwater pollution prevention plan (SWPPP).
EPA's NPDES stormwater discharge permit program is administered in two parts—known as Phase I (heavy industry, large and medium-sized municipalities, and large construction sites) and Phase II (light industrial, retail, commercial, institutional facilities, small municipalities, and small construction sites).
