EPA has proposed to approve the attainment contingency measures in the extreme area plan for attainment of the 1-hour ozone standard in California's San Joaquin Valley that had been previously disapproved. This proposed approval is based on technical information provided to EPA by the California Air Resources Board.

The Consent Decree addresses an alleged violation of the Clean Air Act which occurred at the Gateway Generating Station, a natural gas fired power plant located near Antioch, California.
