EPA has two distinct types of air permitting programs: preconstruction new source review (NSR) and operating permits under Title V and for specific sources under the Acid Rain program and the NOx budget program. NSR is divided into nonattainment NSR and prevention of significant deterioration (PSD). Often a source must comply with NSR for one pollutant and PSD for another. Operating permits require, at a minimum, fees, emissions monitoring, recordkeeping and reporting, and compliance certification.
