 Regulatory Analysis
Asbestos is most dangerous when it is disturbed or damaged. That is why EPA only requires asbestos removal in order to prevent significant public exposure, such as during building renovations or demolitions. Whenever asbestos is discovered, but not damaged or disturbed, in-place management is strongly recommended. In-place management requires the institution of controls to ensure the daily activity of the building will not cause a release of asbestos fibers into the air.
