Air - Ozone Depleting Substances
 Regulatory Analysis
The Montreal Protocol is an international agreement for the protection of the ozone layer. It outlines measures and timetables for reducing production and import of chlorofluorocarbons (CFC) and ozone-depleting substances. The Protocol does not prohibit the use of these chemicals, only the production or import. Stores made before the production phaseout may be used. CFC production for essential uses is allowed where no substitute is available. The U.S. implements the Protocol through the Clean Air Act.
