The Emergency Planning and Community Right to Know Act of 1986, or EPCRA (also known as SARA Title III) was established to improve community access to information about chemical hazards and develop emergency response plans. Community right to know reporting applies to almost all facilities that manufacture, use, or store hazardous substances. EPCRA has four major reporting requirements:
- Emergency planning and notification (Section 301-303)
- Emergency chemical release reporting (Section 304)
- Chemical notification and annual chemical inventory (Tier 2 Submit)(Section 311- 312)
- Annual toxic release inventory (TRI) Form R reporting (EPCRA Section 313)
Nearly every state has its own community right to know laws, along with separate reporting forms.
