National Summary
Completing its overall hazardous release program, Congress, through the 1990 CAAA, required certain facilities to examine their potential for a catastrophic release and create a plan to reduce the releases of hazardous chemicals into the air. Section 112(r) and the Risk Management Program regulations are designed to prevent the accidental release of toxic and explosive substances, reduce the severity of any accidents that may occur, and improve the communication between facilities and the community.
