National Summary
Air emissions trading programs rely on market principles to control emissions from a large group of sources at costs that are often lower than the traditional command and control regulatory approach. Under such a program, sources have the flexibility to choose the most cost-effective method of compliance, including whether install controls or to buy additional emissions allowances from other sources that reduce emissions. The Acid Rain Program is the most successful example of an emissions trading program, and is used as a model for similar programs to address ozone transport and other pollutants.
