EPA requires that certain facilities develop and implement oil spill, prevention, control, and countermeasure (SPCC) plans to help avert oil spills from reaching surface waters. This requirement applies to non-transportation-related facilities with a total aboveground (i.e., not completely buried) oil storage capacity greater than 1,320 gallons or total completely buried oil storage capacity of greater than 42,000 gallons. This customizable plan template is designed for facility owners and operators of regulated onshore nonproduction facilities, and can be used for plans that can be self-certified and plans that require Professional Engineer (PE) certification.
