National Summary
The Spill Prevention, Control, and Countermeasure regulations (SPCC regulations) under 40 CFR 112 require regulated oil storage facilities to develop and implement a spill prevention plan, known as an SPCC plan. SPCC plans require that spill containment and secondary containment structures be located on-site and that employees receive SPCC training in spill management in the event of an unexpected release. The SPCC regulations require that nontransportation-related facilities with a total aboveground oil storage capacity of greater than 1,320 gallons or buried oil storage capacity greater than 42,000 gallons, and facilities that because of their locations could reasonably be expected to discharge oil into navigable waters of the United States or adjoining shorelines, develop an SPCC plan.
